Prohibits local governments from regulating heat exposure requirements for outdoor workers in their communities. Endangers workers who primarily work outside all day and support essential industries like agriculture and construction. Overly broad House Bill goes further and also preempts local governments from regulating “any term or condition of employment” that exceeds or conflicts with the requirements of federal and state law. Provides that any ordinance, order, rule or policy that violates this section is void and unenforceable.
