Among other things, authorizes counties to require proof of lawful presence in the U.S. for borrowers seeking financial assistance. Requires immediate repayment and possible foreclosure if an unlawfully present noncitizen receives down payment assistance. Increases penalties for employers employing unauthorized aliens, including license suspension and hefty fines. Mandates all private employers to use the E-Verify system to verify new employee eligibility from July 1, 2025. Prohibits money services business licensees from processing foreign remittance transfers unless the sender is verified as not an unauthorized alien.
