Among other things, eliminates volunteer petition collecting for constitutional amendments and increases criminal penalties for sponsors. Allows petitions to be decertified and challenged at every stage of the process, even after the amendment has passed. Authorizes the state election police to issue subpoenas. Creates additional hurdles to vote-by-mail and makes it easier to reject valid amendment petitions.
