Criminalizes bystanders who stand within 20 feet (HB 75) or 14 feet (SB 184) of police officers engaging in excessive use of force and thus makes it harder to hold bad actors accountable by ensuring there is no eyewitness or video evidence (SB 184) of excessive use of force. First Amendment protects the right to photograph or film police officers on public property.
